A couple of kids made this mixture that looked like peanut butter, and when applying it to one of the boys head, his hair grew uncrontrollably. Come to find out, at the end, that a mad scientist type of guy was using this mixture so that he could use hair to make paint brushes. It almost seems like it could be a Disney show, but I can't seem to find it anywhere. It was never in the movies, more like an HBO kids special. I thought it was either "The Fright" or "The Scare", but it's not coming up. Any information???

It sounds like the "smurffs" (i think that is how it is spelled). Was it a cartoon?

The Peanut Butter Solution. It was based on the book of the same name, written by Michael Rubbo.
